The right of full economic management mediates the self-supporting organization of production and proceeds from the consolidation of a strictly limited and clearly defined range of powers to manage property not for the enterprise, but for the state-owner. The way out of this impasse is to recognize not one, but two legal grounds for participation in management decisions. The first basis is full or partial ownership of the means of production used by enterprises (legitimization on the basis of property); the second - direct participation in the achievement of certain results of the enterprise (legitimation based on labor participation). In other words, the right to control production arises both from ownership of the means of production, and from ownership of labor. Both the one and the other type of ownership are the basis not only for obtaining a share of the produced product, but also for determining the conditions for its production.

Note that the right to “participation”, that is, the participation of personnel in management decisions, is enshrined either in law or in collective agreements not only in developed but also in developing countries.
